1. Compare plan vs actual.
2. Review all new `signals/`.
3. Mark what was deferred and why.
4. Force decision on anything deferred 3+ cycles: commit, kill, or redesign.
5. Update `worldview/` with surviving learnings.
6. Update `strategy/` if a belief hardened.
7. Feed conclusions into the next cycle plan.
